QBCC requirements

Note: If you are supervising or performing regulated plumbing and drainage work, you must hold an occupational plumbers and drainers licence under the Plumbing and Drainage Act 2018.

Scope of work

  • Installing, commissioning, maintaining and testing plumbing and drainage services in all classes of buildings and premises, including but not limited to, the following:
    • compressed air, heating, steam, vacuum or ventilation systems
    • irrigation
    • metal fascias and gutters
    • on-site domestic waste water management systems
    • roof and wall cladding
    • skylights
    • fire hydrants, with or without pumps
    • fire hose reels, with or without pumps
  • Installation of fire collars that is incidental to work mentioned above.
  • Prepare plans and specifications for plumbing and drainage work that are:
    • for the licensee’s personal use, or
    • for use in plumbing and drainage work to be performed by the licensee personally
  • Incidental work of another class.

Managerial course
Note: Completion of the course Establish legal and risk management requirements of small business BSBSMB401, which is one of the required courses in the Certificate IV Plumbing and Services, will meet this requirement.

(a) Either— (i) Successful completion of the following units of competency from the Certificate IV in Plumbing and Services CPC40912—
(A) Carry out work based risk control processes CPCPCM4011A
(B) Estimate and cost work CPCPCM4012A.
(C) Design and size sanitary drainage systems CPCPDR4011B.
(D) Design and size stormwater drainage systems CPCPRD4012B
(E) Design and size domestic treatment plant disposal systems CPCPDR4013B.
(F) Design and size sanitary plumbing systems CPCPSN4011B.
(G) Design and size heated and cold water services and systems CPCPWT4011B.
(H) Establish legal and risk management requirements of small business BSBSMB401;
or (ii) Successful completion of a course and units of competency of a course the commission considers is at least equivalent to the course and units of competency mentioned in paragraph (a)(i); and (b) Possession of a plumbers licence and a drainers licence issued by the commissioner under the Plumbing and Drainage Act 2002, other than a provisional licence.

Must hold a current occupational plumbing and drainage licence and
A Certificate III in Plumbing (CPC32413) completed through an apprenticeship in an Australian jurisdiction; or (You must provide us with certified copies of both your Certificate III and Certificate of Completion of Apprenticeship as proof of completion).

A qualification completed through an apprenticeship in Australia which has been assessed and verified by a registered training organisation as at least equivalent to a Certificate III in Plumbing (CPC32413); or
(You must provide us with certified copies of both your Certificate III and Certificate of Completion of Apprenticeship as proof of completion).

A qualification completed through an apprenticeship in another country which has been assessed and verified by a registered training organisation as at least equivalent to Certificate III in Plumbing (CPC32413); or

A qualification completed through an apprenticeship in another country which has been assessed and verified by a registered training organisation as at least equivalent to Certificate III in Plumbing (CPC32413) because the applicant has also successfully completed relevant gap training competencies recognised in the National Register of Vocational Education and Training (VET) in Australia; or

A Certificate III in Plumbing (CPC32413) or a qualification which has been assessed and verified by a registered training organisation as at least equivalent to a Certificate III in Plumbing (CPC34213) that was not completed through an apprenticeship, provided the certificate or qualification excludes reliance on recognition of prior learning for any period where unlawful work (including work with the required licence) was carried out.

Drainage qualifications

A Certificate II in Drainage (CPC20712) completed other than through a recognition of prior learning process; or

A Certificate II in Drainage (CPC20712) completed through a recognition of prior learning process, provided the qualification (in whole or part) was not obtained through a recognition of prior learning process that relied on the applicant performing unlawful work (including work without the required licence); or

A Certificate III in Plumbing (CPC32413) (that includes the completion of the drainage stream) completed as part of an apprenticeship in an Australian jurisdiction; or

A qualification, other than a qualification completed through a recognition of prior learning process which has been assessed and verified by a registered training organisation as at least equivalent to a Certificate II in Drainage (CPC20712); or

A qualification completed in another country, completed other than through a recognition of prior learning or like process which has been assessed and verified as at least equivalent to a Certificate II in Drainage (CPC201712) because the applicant has also successfully completed relevant gap training competencies recognised in the National Register of Vocational Education (VET) in Australia; or

A qualification listed above which has been completed through a recognition of prior learning process, provided that the qualification was not obtained through a recognition of prior learning process that relied on the applicant performing unlawful work (including work without the required licence).

The above units of competency are from the CPC40912 Certificate IV in Plumbing and services (Operations stream) which make up the required units to apply for a QBCC Plumbing and drainage licence.
If you hold one or more of these units, you will only need to do those that you do not have to apply for your licence. You will pay for the units you require.
Note, that the BSBSMB401, QBCC managerial course is delivered either face to face or over ZOOM and will not be offered as an RPL unit.
Upon successful completion of this course, you will be awarded with a statement of attainment.

The RPL process or ‘Recognition of prior learning’ is an assessment only pathway. This means that the evidence you provide will be assessed by a qualified trainer and assessor to determine whether you have provided enough information for competency.

Information may include;

  • photographic (make sure you are in the picture)
  • video footage taken by someone you work with as long as you are in the footage
  • references from work colleagues
  • third party reports from supervisors
  • JSA/SWMS
  • quotes and invoices for work undertaken
  • payslips
  • letter from your employer
  • any licences you may hold
  • any statements or qualifications you hold

It is the responsibility of the person applying for RPL to provide evidence which demonstrates that you have the knowledge and skills against each unit of competency you are applying for in the Plumbing and drainage course.
Where it is perceived by the trainer and assessor that there is still more evidence required, this may take the form of competency conversations with yourself and your nominated referees, challenge testing and practical demonstration or that you undertaken further training to gain the unit of competency.

The cost for RPL only is $3100.00 with a 10% deposit at enrolment and a payment plan over a 3 month period. All fees are to be paid prior to the issuance of a qualification testamur or statement of attainment.
Where further training is required this may include additional costs, however, it is on a case by case basis.

It can take at least 3 months depending on how quickly you are able to get supporting evidence to RTO. While the timeframe is allocate for 3 months, it may take longer. It all depends on YOU.

You receive a student copy of the RPL kit which has instructions, however, you are free to call anytime if you are unsure of what you are supposed to do.
