Process for Obtaining a QBCC Builder – Restricted Licence
1. Determine the Exact Licence Class
QBCC has multiple restricted builder categories. The applicant must identify the correct one based on the scope of work they intend to perform.
Examples of Restricted Builder Licences:
- Builder Restricted – Trade
- Builder Restricted – Structural Landscaping
- Builder Restricted – Low Rise
- Builder Restricted – Kitchen, Bathroom, Laundry Renovation

2. Meet the Minimum Eligibility Criteria

Must be at least 18 years old.
✔ Fit and Proper Person Test
QBCC reviews:
- Criminal history
- Bankruptcy or liquidation history
- Previous licensing breaches
- Court judgments related to building work
Applicants must disclose all relevant history.
3. Meet the Technical (Qualification) Requirements
Each restricted licence has set pathways our courses align you with the relevant pathway for that licence.
4. Provide Evidence of Practical Experience (This is one of the biggest factors in QBCC approvals)
Typical Requirements
- Minimum 2 years relevant experience in the scope of work for the licence.
- Experience must show breadth and depth, not just “time served.”
Accepted Evidence
- Detailed work history + resume
- Employer references (must outline specific work performed)
- Third-party evidence (photos, contracts, invoices, statements)
- Statutory declarations (if other evidence is limited)
Evidence must:
- Be specific (not “Jonny did carpentry,” but “Jonny installed structural framing, lintels…”)
- Be recent and verifiable
- Match the scope of the licence class
5. Complete the Financial Requirements
QBCC requires minimum financial information to ensure the applicant can run a business responsibly.
For Category 1 and below (most tradies)
Provide:
- Net tangible assets (NTA) of at least $12,000
- Maximum Allowable Turnover (MATO) matches business volume
- Financial declaration form
- Business structure details (sole trader, company, partnership)
- If applying as a company, both the company and the nominee supervisor must be licensed.
6. Prepare Supporting Documents
Required documents:
- 100 points of identification
- Technical qualification certificates
- Statements of attainment
- Experience evidence
- Financial declaration
- ASIC documents (if applying as a company)
- Proof of business address
- Fit and proper person declarations
- Tip: Ensure names on certificates match your ID.
7. Submit the Application

8. QBCC Assessment Process
QBCC will:

- Typically 4–8 weeks, depending on workload and complexity.
9. Receive Licence Decision
If approved:
- Applicant receives licence card + QBCC licence number
- Listed on the QBCC public register
- Allowed to contract for the scope of work covered by the licence
If not approved:
QBCC will:
- Request additional documents
- Issue an "Intention to Refuse"
